Benchmarking is a great tool. Very interesting to check per capita expenditure differences between Buffalo and Rochester. For example, Buffalo's debt per capita is $2,834 while Rochester's is $1,178. However the city of Buffalo spends much less on utitities--$31 per capita v. Rochester at $82 per capita.
