Let's (deleted expletive)ume a cap law doesn't happen Why not just enforce the STAR cap but stop school districts from fudging the numbers as they did in '06 in East Islip(How can a contingent budget not be fraudulent if after 2 no votes which defeated their budget they drastically cut student programs but then padded the "contingent" budget with 6 mil. for future teacher raises on a still to be settled teachers contract - and also raised the school taxes by 12.2%???)
That could be cured by simply changing the language of the existing law to read tax levy cap not spending cap - that would make budget votes suddenly meaningful again and restore the democratic process to the school vote.

Regarding the Governor's recent proposal for a state spending cap for the state operating budget yet increases the "rainy day" general fund reserve from 3 to 10 %?????? better yet- Why not a constitutional 2-2.5% tax increase limit on state spending similar to existing (Art 10)local governments limits( which once applied to school districts as well)

Sorry for the misprint above regarding the NYS constitutional limit that was lifted was found at Article 8 Section10. In 1985 a change in language rendered it ineffecive. If interested Ray Mincone is an expert on this I will get back with his e mail address.
